National Funding Processing VBM-Web
The state of Saxony-Anhalt has declared it a political goal to create an interdepartmental funding database with uniform funding controlling.
On behalf of the ministries, the Saxony-Anhalt State Administration Office is responsible for the implementation and monitoring of the funding programs. Currently, there are more than 300 funding programs that have to be processed with a uniform software.
The VBM-Web information system is characterized by the following features:
Uniform processing and evaluation procedures
Uniform funding controlling
Avoidance of double funding
Overview of the use and availability fund budget
The modular system consists of the following components:
Applicant administration
Application overview and creation of project sheet, application search, follow-ups
Application entry incl. hierarchical financing plan according to application
Application review in form of a printable review sheet (checklist) including adjustment option for the financing plan, application review and review of supplemental documents
Approval and amendment of approval
Creation of approval sheet and indicator sheet, adjustment option for the financing plan, allocation of budget positions
Administration of bookings: Entering or reversing disbursements, repayments and interest receivables, actual revenues for receivables, offsetting (e.g., budget position shifts for funds already paid)
Where-used list check incl. administration of actual indicators
Disbursements, invoice assignment, interest calculation
